COMMISSION ADDS SPECIAL TROUT FISHING REGULATION CONSIDERATION TO AGENDA

Consideration of several changes designed to streamline special trout fishing regulations have been added to the agenda for the Pennsylvania Fish and Boat Commission’s summer meeting July 18-19.

The Commissioners took up the issue of special trout regulation consideration at a special public meeting in March. At that time, they opted to solicit angler input on a broad suite of potential changes to different special regulations programs used in trout stream management. At the summer meeting, the Commissioners will consider final action on several portions of the larger proposal package.

Specifically, the Commissioners will vote on moving seven stream sections currently in the Heritage Trout Angling Program and 26 sections in the Delayed Harvest Fly-Fishing Only Program into a proposed Catch and Release Fly-Fishing Only Program. If the new program is adopted, the waters designated as part of it will provide year-round fly angling with no harvest. Fishing will be permitted from one hour before sunrise to one hour after sunset. There will be no requirement for barbless hooks and no restriction on wading, unless otherwise posted. If approved, the Heritage Trout Angling and Delayed Harvest Fly Fishing Only categories
will be eliminated.

The Commission will also vote on creating a new program of Catch and Release All-Tackle Areas. If the new program is adopted, waters included in it will be open for year-round trout fishing with no harvest and no special tackle restrictions. Two waters currently under various special regulation – portions of Spring Creek, Centre County (16.5 miles; from the Boalsburg Road bridge at Oak Hall upstream of Hanson Quarry to the mouth with the exception of the specially regulated area at Fisherman’s Paradise and the Exhibition Area in Bellefonte) and Valley Creek, Chester County – are proposed for designation as Catch and Release All-Tackle Areas.

The Commission is expected to vote on language retaining a one hour before sunrise to one hour after sunset restriction for waters in the popular Delayed Harvest Artificial Lures Only program. They are likewise expected to act on administrative language clarifying the need for a valid Trout/Salmon permit when fishing those stream sections managedunder special trout egulations.

The meeting will be July 18-19 at agency headquarters, 1601 Elmerton Avenue in Harrisburg. Commission committee meetings will begin at 9:45 a.m. on Monday, July 18. The formal consideration of the agenda will begin at 10 a.m. on Tuesday, July 19. All committee meetings and the review of the agenda are open to the public and attendance is encouraged.
